PSA holds a single-award, contract with the U.S. Department of Commerce (DoC)’s Commercial Law Development Program (CLDP). CLDP supports U.S. business interests and national security worldwide. By providing expert government-to-government commercial legal assistance to more than 85 countries, CLDP helps close legal and regulatory gaps that foreign adversaries often exploit—particularly in key sectors like telecommunications, energy, and critical minerals. These efforts create a more level playing field for American businesses and bolster U.S. national security.
Under this contract, PSA delivers comprehensive services—including logistics, travel coordination, subject matter expertise, and translation and interpretation—in over 60 countries annually, supporting approximately 300 events each year. We have received numerous commendations for the effectiveness of our approach and our team’s fidelity to CLDP’s needs and respecting the detailed process under which they operate.
This collaboration enables CLDP to efficiently deliver commercial law assistance to key stakeholders worldwide, strengthening legal and regulatory environments in support of open, fair, and transparent markets. By managing the complex logistics of international engagement, PSA helps CLDP advance U.S. foreign policy and economic objectives—creating more predictable and secure commercial environments that benefit U.S. businesses and protect U.S. strategic interests across critical global markets.
